SURVEY Qingyuan, a
bright and shiny pearl by the Beijiang River with
far-reaching fragrance, is a city full of charms. On Jan. 7, Qingyuan
was established as a city at prefectural level with the approval of
the
State Council. On Feb. 28, of the same year, its establishment was
formally marked by the shingle-hanging ceremony. It has five counties
and one district under its jurisdiction, i.e. Qingxin county, Fogang
county, Liannan Yao minor nationality autonomous county, Lianshan
Zhuang
& Yao minor nationalities autonomous county, and Qingcheng district.
Meanwhile, on behalf of provincial government it also administers two
cities at county level, i.e. Yingde city and Lianzhou city. Qingyuan
has
a total area of 19,000 square kilometers, with a total population of
3.87 million and is the major inhabiting area where most of minor
nationalities in Guangdong reside.
Ever since its establishment, under the wise leadership of the CPC
of Guangdong and the provincial government, with the heart-felt
concern
and support of the other brotherly regions and walks of life both at
home and abroad, the CPC of Qingyuan and the municipal government have
successfully fulfilled the strategic development targets in every
phase
and a modern newly-built city has been erected upright on both sides
of
the Beijiang River. Confronted with the new challenges in the new
situation in the new millennium, Qingyuan has firmly put forward
"Industrialization, Urbanization, Marketability, Backyard-garden" as
its
four development strategies and a "Second-round Undertaking Rush" has
been ushered in.
Today, Qingyuan has favorably and deeply impressed many by the
"Backyard-garden of the Pearl River Delta". As a result, its business
attraction has gone on very rapidly and the economic and social
developments have been sped up. On Feb. 28,2002, Qingyuan successfully
staged foundation & cutting ceremony for the 48 key projects with a
total investment amount of 12.87 billion yuan. As a matter of fact,
the
"sheep-flock impact" in the business attraction of Qingyuan begins to
come into effect and is expanding. Qingyuan thoroughly presents itself
the gigantic new development advantages for its brand-new image,
unique
charm and promising prospects.

I.INVESTMENT ADVANTAGES OF QINGYUAN I.Geographic advantages, a joint
belt linking up the Pearl River Delta and the mountainous areas of
northern Guangdong Qingyuan, a joint belt that links up the Pearl
River
Delta of Guangdong and the mountainous areas of northern Guangdong, is
geographically classified as northern part of the Pearl River Delta,
bordering Guangzhou, Foshan in the south, Zhaoqing in the west,
Shaoguan
in the east and Hunan, Guangxi provinces in the north, therefore it
has
long been knowned as the "thoroughfare of three provinces of
Guangdong,
Hunan and Guangxi" and is the important economic corridor that links
up
the economically strong province of Guangdong and the vast inland
markets.
The city proper is merely about 200 kilometers away from Hong Kong
and Macao, and is over 50 kilometers from downtown of Guangzhou. It is
the prefectural city next to Foshan in Guangdong that is closest to
Guangzhou. After Huadu city was rescinded and Huadu district was
established instead, the city proper of Qingyuan actually neighbors
that
of Guangzhou.
Beijing-Guangzhou railway, Beijing-Zhuhai Expressway,
Guangzhou-Qingyuan Expressway, #106 national highway, #107 national
highway run through its whole territory from north to south
vertically,
making up an accessible traffic network by water and land together
with
the navigation lines by the Beijiang River and its branches. In
addition, Guangzhou Huadu International Airport which is merely 28
kilometers away from the city proper of Qingyuan will soon be
completed.
After the airport has been completed, its water and land traffic
network
will have been made complete by air. By that time, its geographic
advantage will have been made all the more outstanding, and Qingyuan
will have been integrated closely with the Pearl River Delta as one.
In recent years, its advantage in geographic location has been made
all the more outstanding. As a result, its economic and technologic
cooperation with The Pearl River Delta and coastal regions has become
more and more frequent. Therefore Qingyuan has been turned into the
hot
optimum region that receives the transfer and radiation of industries
of
the developed areas of Guangdong to mountainous areas of northern
Guangdong.
II.Environmental advantages, a new 'paradise' for investment and
settlement Qingyuan is the area in Guangdong most advantageous for the
ecologic environments. This well keeps abreast with the current
international practice and helps to attract high-tech and
ecology-oriented enterprises. It has a total area of land for forestry
of 1,390,700 hectares, wooded land of 1,007,000 hectares, and a total
reserve of live timber forest of 50.0965 million cubic meters, with
forestry coverage of 66.5%. 14 nature preserves respectively at
national, provincial and prefectural level have been established with
a
total area of 150,300 hectares.
As the investment hardware environments of Qingyuan have been
improved steadily, its infrastructures have been made complete. Its
traffic network has been basically integrated with that the Pearl
River
Delta. Its infrastructural facilities such as energy,
telecommunication
have reached level of the developed regions. The investment software
environments of Qingyuan also have been upgraded incessantly. Qingyuan
municipal government has set up Administration Service Center to
greatly
facilitate all the procedural processing required for the businessmen
by
practice of "Handling affairs within the building, Application
accepted
promptly at one single department, Fees paid at one single window,
Service rendered in one coordinated sequence". The CPC of Qingyuan and
the municipal government have also effectively curbed the incorrect
styles of work distinctively characteristic of "Three Violation's" and
"claiming meal, gift and other conveniences by creating artificial
obstructions" through rectification campaign within the governmental
offices. Also "baby-sitting" has been exclusively rendered to the
foreign investors.
Meanwhile Qingyuan has greatly carried out strategy that economy
should be promoted and spurred by establishment of various industrial
zones. Accordingly, a number of industrial zones have been established
on a large scale to offer media and environments necessary for
development of industries and facilitate extension of industrial
chains
to expand the industrial size. With the approval of Guangdong
provincial
government, Qingyuan Economic Development Experimental Zone has been
expanded from the existing area of 9.2 square kilometers to a
controlled
area of 110 square kilometers, among which a total area of over 30
square kilometers is available for the Ecologic Industrial Zone. So
far,
foreign funds have been inducted to establish six industrial towns or
zones i.e. Ngai Lik Industrial Town,Xiong Xing Industrial Towns,
Building & Ceramic Industrial Town,Haoaliang Industrial Park, Bio &
Pharmaceutics Town, Science & Technology Industrial Town, with a total
investment amount of over 10 billion yuan. Projects have been arranged
for over half of area of land available for development in the
Ecologic
Industrial Zone.
Qingyuan, a river-banked city, has been known for its fresh air,
clear water and picturesque scenery. In the general environment index
inspection in Guangdong over the years, Qingyuan has been listed in
the
forefront for the environmental quality control among all the
prefectural cities throughout the province.
At present, Qingyuan owns six four-star hotels and more than ten
hotels of various star ranks, one large-scale gymnasium, one
international-standard golf course. Now two five-star hotels and the
Biguiyuan International-standard Golf Course Resort are under
construction within the city proper.
III.Policy Advantages:"Low-lying land impact" Distinctively
Characteristic Of Low Investment Cost The CPC of Qingyuan and the
municipal government regard promotion of industrialization as the goal
and attach primary importance to business attraction above all. Fees
have been continuously reduced to effect "low-lying land impact"
characteristic of low investment cost and to assure foreign investors
of
high repayment to the largest extent ot 2002. Ever since the beginning
of the year, the CPC of Qingyuan and the municipal government have
continuously stipulated a series of documents concerning relevant
policies and all-round adjustments and amendments have been made in
the
preferential policies for investment so as to reinforce attraction and
competitiveness for investment. Land may be utilized by flexible means
such as on lease, joining shares by evaluation. Preference will be
given
as much as possible to price of land transfer and land lease. As far
as
tax is concerned, except for the part of taxes that stipulated by
relevant national and provincial policies, the most preferential tax
treatment will be granted to investors to Qingyuan for investment and
preferential method will be adopted that only taxes will be levied and
exemption will be granted to all the administratively regulated fees
except for the part of fees charged by nation and the province and
that
charged to repay the farmers. With regard to water supply, exemption
will be granted to installation application fee, water resource fee,
sewage treatment fee for the newly-established enterprises. Ever since
the date the enterprise was put into operation, 0.10 yuan discount
will
be preferentially granted within three years. At present, the water
for
enterprises and capital construction within the city proper is charged
for one yuan per ton. In view of power supply, the newly-established
enterprises will be exempted from installation application fee.
Electric
power for enterprises and capital construction within the city proper
is
charged for 0.50 yuan per kwh and that in the subordinated counties
and
cities for 0.40-0.45 yuan per kwh. In terms of transportation cost, as
Qingyuan is located on the edge of ultra grand consumption center
consisted of Hong Kong, Macao and the Pearl River Delta,the
transportation distance is comparatively short and therefore the cargo
transportation cost has been reduced greatly. As regards labor power
cost, there is a striking contrast in comparison advantage in wage for
manual labor. Wage for the ordinary workers ranges from 250 to 500
yuan
per month, while that of the skilled workers from 400 to 600 yuan per
month and that of the technical workers and management staff from 600
to
1200 yuan per month, all of which making up 1/3 of that of the Pearl
River Delta respectively.
IV.Resource Advantages:Inexhaustible Potentials For Development
Qingyuan
is the key grain-producing region and an important exporting base for
timber forest, water resource forest, silk-worm mulberry, fruits, tea,
sugarcane, tobacco, herbal medicine, counter-season vegetables in
Guangdong. Unique climate endows it with favorable conditions for
development of distinctive agriculture. It boasts of local distinctive
produces both famous in and out of the province such as brown-yellow
chicken, black-mane goose, Beijiang River fish, Luokeng bamboo shoot,
Yingde black tea, Kuding tea, Lianzhou white tea, Dongbei
dried-and-aired cured meat, Lianshan pomelo etc. Surplus of labor
power
of Qingyuan amounts to 20,100 and this will facilitate development of
labor-density industries.
Qingyuan sits in the metal mineralization belt of Lingnan Mountain
Ranges, and there are over 60 kinds of detected minerals such as iron,
copper, tungsten, gold, coal etc., among which the reserve of 44
minerals has been confirmed and the total amount of all the mineral
resources reaches over 1 billion tons. The total reserve for quality
porcelain clay amounts to 65 million tons. The clay is famous for its
fine plasticity, contractibility, stability, acid-proof, natural white
and baked white and therefore this turns Qingyuan into one of the
three
production bases for ceramic raw materials in China. The total reserve
of hydropower resources in Qingyuan amounts to over 1.58 million
kilowatts, among which the reserve of hydropower resources to be
tapped
reaches 1.15 million kilowatts. So far a total amount of power of
880,000 kilowatts has been tapped.
Qingyuan is one of the four 'hot lines' of Guangdong in the new
century and is updated as the 'highlight' for the ecologic tourism.
The
only four-star hot spring resort in China i.e. Qingxin Hot Spring
Resort, No.1 Peak in Guangdong Scenery, Feixia Scenery, Lianzhou
Underground River, the Mini Three-gorges in Huanchuang, the
Picturesque
Corridor in western Yingde, and the minor nationalities customs show
in
Liannan and Lianshan are all very famous. In 2001, Qingyuan won the
title of "Excellent Tourist City of China" after passing the national
inspection and examination with a high score. In the beginning of
2002,
the CPC of Qingyuan and the municipal government have made persistent
efforts to turn Qingyuan into 'National Landscape Garden-like City'.
Top-rank tourism zones at national and provincial level will be
established on a full scale. Subsequently the city will be upgraded to
a
much higher rank. The expansion and prosperity of tourism will have
reinforced attraction for business and investment. |
